RBNZ's hold surprises

But I have never been as surprised by a decision as I am today by the RBNZ leaving the Official Cash Rate on Hold at 2.75%.
I am utterly perplexed because the final decision doesn't align with the statement and the minutes.
The reason provided is a risk, and I don't think anyone who saw the risk of a hold had global risk in mind.
What does the RBNZ know that we don't, and why wasn't it flagged via public engagements?
This looks like a mistake in my view.
